QUALITY ASSURANCE MANAGER OFFSHORE WIND

Our client is one of the leading investors in Offshore Wind in Europe, Asia and the Americas. Currently for it’s project team in Poland we are looking for an experienced Quality Assurance Manager 

Reporting to the Head of HSSEQ, in support of the construction manager, and working with all teams and departments, the Quality Manager will be responsible for planning and coordinating all aspects of quality management on the project.

You will be responsible for the quality and technical approach taken by Project quality roles positions including quality roles at Project sites, ensuring it’s in line with the company strategy and Quality management system.

Support the main investment LLC HSSEQ Department on Project in the development and implementation of the HSSEQ management system according to ISO standards requirements.

Set up methodologies and control measures so that all projects and site operations comply with the HSSEQ management system.

Coordinate the quality assurance and quality control reporting processes and the lessons learned sharing among the projects.

Deliver excellence and continual improvement in the quality area.

MAIN ACCOUNTABILITIES

  • Desing, implementation and maintenance of Quality Management System (QMS) and associated quality activities and targets.
  • QMS integration with HSSEQ Integrated Management System.
  • Design, implementation and monitoring of the quality assurance activities across the project.
  • Design, implementation and maintenance of the project quality plan.
  • Quality assessment of all potential suppliers, consultants and contractors.
  • Review of all contractor and interface quality plans, quality assurance plans, inspection and audit test plans, job procedures, codes and so on.
  • Coordinate the work packages specific QA requirements and measures.
  • Align and implement the quality requirements according to contract and stakeholder needs and expectations.
  • Establish, implement, monitor and ensure proper documentation flow by the Company dedicated quality system between the Company, Certification Authority and Project sites.
  • Ensure and support appropriate interface in relation to the quality assurance and quality control point of view between the Project work packages, OWF Certification Authority and Project quality team.
  • Coordinate the Quality Planning with the engineering package managers.
  • Manage the quality assurance inspection team contracts.
  • Monitor implementation of contractual quality requirements at supplier and sub-supplier facilities.
  • Monitor, measure, analyse and evaluate of the quality related KPIs, data requirements and parameters, quality information and data coming from different packages.
  • Ensure revision of the machinery and equipment both during design and installation phase to ensure all relevant quality standards and requirements are met.
  • Ensure robust document control systems are implemented and maintained.
  • Management of Change.
  • Manage of the quality risks and non-conformance actions.
  • Ensure that all statutory and regulatory requirements are met.
  • Ensure high focus on HSEQ is maintained.

  • Organize and lead the quality meetings.
  • Coordinate the quality budgeting and expenditure
  • Manage escalated quality items from quality engineer/advisor
  • Establish, communicate, and manage the standards of reporting, data and indicators required in all activities both internally and externally.
  • Facilitate and participate in lessons learned workshops/campaigns and identify and propose process improvement aspects.
  • Provide weekly updates and monthly reports on Contractor performance.
  • Produce statistics and information on Quality management system use and effectiveness.
  • Support all departments in the selection and management of contractors, if needed.
  • Support representing the group’s project to agencies, public and private institutions.
  • Participate in the management of health and safety, quality and environmental training and qualification.

ACADEMIC BACKGROUND

  • Professional/ academic qualification associated to Quality management / degree in Engineering or technical or relevant discipline and specific quality studies.
  • CQI/IRCA Membership

PROFESSIONAL EXPERIENCE

  • At least 8 years of relevant work experience in a senior quality role in a major project environment.
  • Proven experience in a quality role within an engineering/manufacturing/energy/utility organization or similar industry. Experience on renewable energy will be valuable.

  • Experience and knowledge of Offshore Wind supply chain worldwide.
  • Experience and knowledge of technical standards relating to offshore wind.
  • Experienced in investigation to determine root cause, learning, proposed improvements and verification of implementation of preventative measures to prevent recurrence of failure.
  • Experienced in implementation of risk-based QA/QC arrangements and controls.
  • Experience leaning out management systems.
  • Experienced in leading teams of personnel.

KNOWLEDGE

  • Engineering and technology knowledge from an engineering or energy industry.
  • Advanced knowledge in producing and driving procedural documents
  • In-depth knowledge of quality management systems, methodologies, and tools, such as ISO 9001, FMEA, Statistical Process Control and statistical analysis.
  • Knowledge on how to apply quality methodologies through development of the quality related process to support the project.
  • Familiarity with regulatory requirements and industry standards relevant to the energy sector.
  • A recognized ISO 9001 Lead Auditor qualification (IRCA certified)

  • Excellent interpersonal skills. Ability to work with internal and external stakeholders on all levels.
  • Strong computer literacy skills. Skilled in Excel, Visio, Microsoft Project, Word and PowerPoint.

 LANGUAGES

The project has an international team of employees, and the working language is English. Candidates need to be fluent in English and in Polish both spoken and written. Other languages will be highly valued.
