PROCUREMENT MANAGER

Our client is an EPC company part of an international group that invests, builds and also maintains solar PV utility-scale projects. Now for their Bucharest office we are looking for a Procurement Manager to join their team.

The Procurement Manager primary responsibility will be to source products and services for a company. Create a buying strategy that considers the project budget and then find matching vendors. It includes working with our Project team members to manage the procurement for utility-scale photovoltaic project construction. While also during project bidding, the related RFQ analysis and documentation preparation support.

Responsibilities:

  • Ensure the timely and cost-effective acquisition of materials and equipment required for P.V. solar construction projects.
  • Identify and evaluate potential suppliers, including conducting research and gathering information about their products and services.
  • Negotiate contracts with suppliers and Subcontractors, including terms and conditions, pricing, delivery schedules, and payment terms.
  • Manage the overall purchasing process, including issuing purchase orders, tracking deliveries, and reconciling invoices.
  • Maintain accurate records of all procurement and purchasing activities, including contracts, purchase orders, and invoices.
  • Collaborate with the Overseas SCM/PMO team and other internal stakeholders to identify and prioritise purchasing needs and ensure that materials and equipment are available when needed.
  • Manage and track budget and expenditure related to procurement and purchasing activities and establishing a proper budget ledger.
  • Addressing and resolving shipment and inventory issues.
  • Communicate with J.V. partners, suppliers, retailers, customers etc., to achieve profitable deals and mutual satisfaction.
  • Supervise Purchase orders and arrange stocking materials and equipment to ensure they meet the needs of project requirements.
  • Prepare accurate reports for the upper management – China Headquarters.
  • Liaising and negotiating with suppliers and retailers.
  • During project bidding, the related RFQ analysis and documentation preparation support.
  • Coordinate and follow up with the project team to provide necessary procurement support.

Required Skills:

  • Academic degree, preferably in the field of renewable energies or engineering.
  • Relevant experience within the EPC renewable energy industry in positions of responsibility.
  • Ability to manage complex projects and multiple stakeholders.
  • English and Romanian (native speaker or excellent command). Any other Central East European languages known are value added to the position.
  • Strong general computing skills such as Excel, MS Word, MS Project, PowerPoint, and Outlook.
  • Excellent solution-seeking, teamwork, leadership, and communication skills extend across all organisational and management levels.

Work Environment:

  • Typical office environment. Based in Bucharest.
  • 10% to 15% of the time requires business travelling.
