HSE MANAGER

Our client is one of the leading investors in Offshore Wind in Poland and currently looking for an HSEQ Manager for their project team for a B2B contract.

Function as HSE Manager in the project, reporting to the Head of HSEQ, supporting the Country Manager, Project Director, Heads of Departments and Departments Managers, and in collaboration with all teams and departments, the HSE Manager will be responsible for planning and managing activities related to personnel health, safety, environmental protection and sustainability, ensuring management and implementation of corporate and regulatory HSE requirements and industry best practices in the project.

Coordinate the follow up HSE aspects in the offshore wind farm design, fabrication, installation, construction, commissioning and operations activities in the project.

Support the HSEQ Department in the development and implementation of the HSEQ management system according to ISO 45001, ISO 14001 and ISO 9001 standards requirements.

Set up methodologies and control measures so that all project and site operations comply with the HSEQ management system.

Coordinate the incident reporting and investigation processes and the lessons learned sharing among the projects.

Deliver excellence and continual improvement in the areas of Health & Safety and Environmental.

MAIN ACCOUNTABILITIES

  • Giving the project wide HSE directives, preparing and issuing relevant policies/plans/procedures/work instructions and other HSEQ Integrated management system applicable documentations;
  • Making sure Company is compliant with legislation in force and with recognised standards;
  • Advisory and assistance to the Project Director and Head of HSEQ on new and impending HSE legislation;
  • Ensuring that Company operations are carried out in a safe and environmental sound manner;
  • Ensuring the development of a detailed HSE work plan and budget for the Company, organizing and allocating resources in accordance to business priorities;
  • Assistance in supervising of all activities relevant to permitting documentation issue;
  • Providing overall HSE policies advice and set HSE standards and procedures for the company sites (including all Project locations) within the organization;
  • Ensuring the development and application of the HSEQ Integrated Management System according to ISO 45001, ISO 9001 and ISO 14001 standards requirements and supporting HSEQ IMS relevant certification;
  • Ensuring proper emergency preparedness and developing adequate emergency plans and oil spill contingency plans;
  • Ensuring update of the rescue plans and hazards and spill contingency plans for OWF, and integration with the company’s ERP;
  • Ensuring the proper communication and awareness about the HSE issues, lessons learnt, project risks and mitigation actions within the Project Management and Project Team and ensuring the proper roll out of HSEQ IMS (risk management, procedures, emergency plans, etc.);
  • Monitoring, measurement, analysis, and evaluation of information and data coming from the business units, projects and corporate departments;
  • Developing, maintaining and disseminating accurate HSE statistics, reflecting HSE performance against established the Project HSEQ objectives and key performances indicators;
  • Setting high environmental performances;
  • Ensuring proper training and development plans of staff;
  • Ensuring the proper stakeholders’ identification, strategy and management from HSE point of view and establishing adequate interface with stakeholders;
  • Keeping contact with relevant Government bodies, partners and other OWF developers to promote health, safety and environment policies and activities;
  • The performance of the internal and external audits and inspections to assure HSEQ requirements are being met;
  • Applying proper Contract management from HSE point of view, during pre-award, award and post award phases;
  • Providing adequate and continuous assessments of the safety and environmental capabilities of contractors. This shall also embed contractors auditing activities and issuing HSE feedback;
  • Spreading and keeping a pervasive HSE culture across all levels of the organisation;
  • Ensuring high levels of supervision of all activities and high level of HSE leadership and accountability at all levels of organisation;
  • Arranging appropriate training and development programmes for subordinate personnel for increase of knowledge and qualification;
  • Prepare and lead HSE management review and other HSE meetings as necessary;
  • Participate in lessons learned workshops/campaigns and identify and propose process improvement aspects
  • Support all departments in the selection and management of contractors

ACADEMIC BACKGROUND

A recognised qualification in HSE Management (e.g. MSc, BSc in an engineering discipline or technical relevant discipline and specific health & safety and environmental studies, post-graduate studies)

NEBOSH Diploma or IGC/O&G Technical/Process Safety Certificate or equivalent in Health & Safety

Membership of an appropriate professional body related to HSE (Not mandatory but beneficial)

LANGUAGES

The project has an international team of employees, and the working language is English. Candidates need to be fluent in English both spoken and written. Other languages will be highly valued.

PROFESSIONAL EXPERIENCE

  • 5 to 8 years of management and coordination experience in a matrix organization on corporate level
  • Proven experience in a HS/E role within an Engineering/Manufacturing/Energy/Utility organization or similar industry. Experience on renewable energy will be valuable
  • Experience on HSE IMS development and implementation
  • Experience on risk assessment and analysis
  • Experience on auditing processes
  • Experience on Behaviour Based Safety
  • Experience on incident reduction strategies
  • Experience and knowledge of technical standards relating to offshore wind.

KNOWLEDGE

  • Engineering and technology knowledge from an engineering or energy industry
  • Knowledge working with ISO 45001, ISO 14001 and ISO 9001
  • Advanced knowledge in producing and driving procedural documents
  • Knowledge on how to apply safety and environmental methodologies to support the projects
