Reporting to the Project Director the Head of Procurement and Supply Chain is leading the commercial negotiations and contract delivery for the Project with the Supply Chain and other 3rd parties as required.
STRATEGY: Deploying and periodically revisiting thesourcing/partnering/contracting strategy. This strategy should be defined jointly with the main ordering functions and be in line with the project’s objectives.
PROCUREMENT PROCESSES: Leads the design, implementation and management of all contracting processes, allocating the appropriate resources from the procurement team at project and corporate levels, and in coordination with the Consenting, Legal and Engineering departments, Project Director and Business Areas. This process ranges from the identification of a product or service to the negotiation, assessment and awarding, reporting and obtaining the company approvals.
SUPPLY CHAINMANAGEMENT: Develops and ensures a solid relationship with key suppliers across the supply chainspecially at local level and ensure Project compliance with Supply Chain commitments. Identify risk and opportunities associated with the capability and capacityor existing and new suppliers in the polish Offshore Wind Market. Leverage project partners global position with each Supplier. Analyses trends and forecasts. Developes opportunities for strategic relationships with key suppliers –e.g. ports or major fabricators.
MARKET ANALYSIS -Contribute to trends and forecasts corporate tools within the market with respect to suppliers, prices, quality, availability or technological change. Understand supplier’s capability to deliver products and services according to requirements.
REPORTING -Responsible for reporting to the Project and Corporate Commercial Department
CONTRACTS MANAGEMENT: Identifies contractual risks and recommend business oriented mitigations and/or alternative solutions. Prepares, drafts and defends claims, acting together with the project management, team members, internal and external lawyers. Proactively manage potential claims scenarios including taking part in the resolution of all commercial and contractual issues/disputes for all Contracts
POLICIES: Ensure the implementation of OW policies, for procurement, P2P, approvals etc. Monitor its compliance and participate in periodical improvements as the case may be
BUDGET AND PROGRAMME CONTROL -Responsible for compliance and regular follow up of budgets and programmes under its area of responsibility and advise and mitigate on potential deviations
ACADEMIC BACKGROUNDDegree in Engineering, Commercial or Law. MBA will be valuated.
LANGUAGES The project has an international team of employees and the working language is English. Candidates need to be fluent in English both spoken and written.Proficiency inother languages will be valued.
PROFESSIONAL EXPERIENCE More than 7 years experience in procurement of complex projects.
KNOWLEDGE-Demonstrable knowledge in all of the following areas is required:
•Contract Negotiation: FIDIC; BIMCO and/or LOGIC contracts, preferably for Offshore Wind;
•Procurement planning and delivery
•Deep understanding of cost drivers on contracts, risk analysis and commercial models.
•Relationship Management.•Enabling activities to support the development of industrial capability.
•Knowledge of Polish Offshore Wind Market will be a plus
•Excellent communication skills.•Strong interpersonal skills. •Ability to easily identify and resolve problems•Develops a general overview and understanding of projects.

OTHER REQUIREMENTS Location in Warsaw, but travelling to supplier’s facilities and offices, local construction ports and constructions sites will be required.
