Our client is one of the leading wind energy companies with a global presence providing services in the sector for over 30 years. For their developing construction team in Colombia they are looking for a Head of Construction. This role will be responsible to plan, organize and manage all construction activities of the country, including the execution of Onshore Wind Farms (and associated infrastructures) projects in the country, in the whole cycle of construction: from start of tender of construction process up to start of construction (Pre-Construction), from start of construction up to Commercial Operation Date (Construction), and from Commercial Operational Date up to signature of Take over Certificate and handover to Operation & Maintenance (Pre-Operations). Ensuring compliance of execution of projects targets in terms of Health, Safety and Environment, Quality, CAPEX and Schedule according with the Company Business Plan and EU&BR E&C Department requirements.
We are looking for a Colombian national or resident, with experience with local authorities and wind energy construction experience as must have.
MAIN ACCOUNTABILITIES
1. PRE-CONSTRUCTION MANAGEMENT:
Supervise the management of the preparation of the construction of the projects from Investment Memo to start of construction, including:
- o CapEx estimation for construction in order to seek approval of the investment and/or bid auction
- o Planning of the construction
- o Constructability review of the projects
- o Regular updates of the CapEx estimates and planning
- o Construction readiness plan, including securing necessary internal and external resources to manage the construction
- o Facilitate hand over of the projects from Engineering to Construction, including the review of all technical documentation and relevant project documentation
- o Review of the documentation for tendering of the construction of the project, including all relevant individual tenders as per project contracting strategy
- o Contribute to the definition of the contracting strategy of the projects
- o Provide technical support during the whole tender of construction process, including review of the offers, technical assessments, clarifications with bidders and support during negotiations with bidders up to contract award, ensuring optimal contractors selection and contracting conditions.
2. CONSTRUCTION MANAGEMENT:
Supervise the management of the construction of the projects from start of construction to Commercial Operation Date, ensuring compliance of projects targets in terms of Health, Safety and Environment, Quality, CAPEX and Schedule according with the Company Business Plan and EU&BR E&C Department requirements, including:
- o Preparation and regular update of the Construction Management Plan
- o Regular control, follow up and updates of the planning
- o Regular control, follow up and updates of the CapEx
- o Management of contractors, including claims, ensuring compliance of the contracted terms and conditions
- o Management of technical assistance and/or specialist services
- o Management of interfaces across contractors
- o Management of changes
- o Management of administrative work
- o Contribution to communication plan
- o Reporting, including management of daily, weekly and monthly reports
- o Management of internal and external related construction stakeholders
- o Regular control, follow up and updates of the construction management plan
- o Documentation management, ensuring compliance with Company processes and tools
- o Ensuring Health, Safety and Environment compliance with requirements
- o Ensuring Quality Assurance and Quality Control
3. PRE-OPERATIONS MANAGEMENT:
Supervise the management of the construction of the projects from Commercial Operational Date up to signature of Take over Certificate and handover to Operation & Maintenance, ensuring compliance of projects targets in terms of Health, Safety and Environment, Quality, CAPEX , including following responsibilities in addition to the construction management related ones:
- o Management of commissioning
- o Final compliance check and preparation of hand over dossier
- o Close out of management of contractors, up to signature of the Take Over Certificates
- o Manage and lead the handover of the projects from Construction to O&M Department, ensuring compliance with the Company process
4. TECHNICAL SUPPORT:
o Technical support during due diligences processes on construction related matters, including review of the CapEx estimates, site visits, constructability reviews.
o Technical support to the engineering process during development phase, including review of studies, pre-projects, basic projects and execution designs when relevant in order to optimize the projects and minimize the construction risk.
o Technical support to O&M department with the management of the punch list from construction if any
5. STRATEGIC SUPPORT:
o Contribute to definition and improvement of construction vision, strategy, policies, processes and procedures to seek for construction excellence and boost performance to deliver projects of the country meeting requirements.
o Contribution to definition and improvement of construction best practices, requirements, specifications and standards.
o Contribute to Company management on regulation and market initiatives in order to facilitate compliance with business plan targets.
o Contribute to the technical contractors qualification process.
o Contribute to construction excellence initiatives in order to continuously boost construction performance and optimize the projects while reducing the risk.
o Technical support to technical corporate and LEAN departments in order to facilitate continuous improvement based on construction experience.
6. AREA MANAGEMENT:
o Responsible for objectives, resources and budget of the construction of the country.
o Ensuring that the construction area has the required capabilities, skills and capacity to delivery on its country objectives, on time and on budget, including by sourcing and monitoring of external contractors
o Responsible for predicting construction organization and workload with the associated sourcing strategy (internal resources to be hired or trained, work to be outsourced) over the entire construction cycle.
o Responsible for defining the construction strategy of the projects of the country, including being ready to construct and optimizing the execution, through strong engagement with key industry stakeholders and supply chain, ensuring compliance with Company targets.
o Responsible for optimizing the CapEx during the whole construction cycle, as well as providing CapEx estimates to projects for bids.
o Promoting Company culture and values
o Identifying, assessing and mitigating construction risk
o Reporting to the Director of Construction lATAM on achievements against objectives
7. TEAM MANAGEMENT: leadership and management of its team, being responsible for setting objectives and responsibilities, performance management and people development of all its staff
8. COMPANY POLICY AND LEGAL COMPLIANCE: Understand and comply with company policies, processes and procedures as well as ensuring that construction of all country projects are in accordance with legislation, ethics, standards and good practices across the onshore wind industry, tender requirements, regulatory aspects and project policies.
9. COMPANY’s INSTITUTIONAL REPRESENTATION: Represent the company with relevant stakeholders, such as agencies and institutions, both public and private, in relation to matters relating to its responsibility in order to reinforce the organization’s reputation and competency in the market and benefit the interests of the company.
