HSE MANAGER

We are looking for an experienced HSE Manager to oversee all Health, Safety and Environmental activities during the construction of a utility-scale wind farm in Romania. The successful candidate will play a key role in promoting a strong safety culture, ensuring compliance with Romanian legislation, client requirements and international HSE standards throughout all project phases.

The HSE Manager will work closely with the Project Manager, Site Management, subcontractors and the Client to ensure that all construction activities are executed safely and efficiently.

Key Responsibilities
  • Develop, implement and maintain the Project HSE Management Plan.
  • Ensure compliance with Romanian HSE regulations, client requirements and internal HSE standards and procedures.
  • Promote a proactive safety culture across the project site.
  • Conduct regular site inspections, safety audits and workplace risk assessments.
  • Monitor compliance of subcontractors with HSE requirements and contractual obligations.
  • Lead daily safety briefings, toolbox talks and HSE meetings.
  • Investigate incidents, accidents and near misses, identify root causes and implement corrective and preventive actions.
  • Prepare HSE reports, statistics and project documentation for internal management and the Client.
  • Ensure proper implementation of emergency response procedures and organize emergency drills.
  • Coordinate HSE training and induction programs for all personnel working on site.
  • Support project management in identifying and mitigating project-related HSE risks.
  • Monitor environmental compliance, including waste management, pollution prevention and environmental protection measures.
  • Cooperate with external authorities, inspectors and the Client regarding HSE matters.
  • Monitor HSE performance indicators and recommend continuous improvement initiatives.
Requirements
  • University degree in Occupational Health & Safety, Environmental Engineering, Engineering or a related field.
  • Minimum 3 years of experience in an HSE role on large-scale construction or infrastructure projects.
  • Previous experience on renewable energy projects (wind, solar or power infrastructure) is highly preferred.
  • Good knowledge of Romanian HSE legislation and European health and safety regulations.
  • Experience working for EPC contractors or on international construction projects.
  • Strong understanding of construction risk management and incident investigation methodologies.
  • Experience managing subcontractor HSE performance.
  • HSE certifications such as NEBOSH International General Certificate, IOSH, ISO 45001 Lead Auditor or equivalent will be considered an advantage.
  • Excellent communication and leadership skills with the ability to influence safe behaviours across multicultural teams.
  • Fluent English (written and spoken); Romanian language skills are a strong advantage.
  • Good command of MS Office and HSE reporting tools.
  • Willingness to work full-time on site in Romania.
