Our client is one of the largest construction and services companies in the renewable energy field with global presence. Currently for their growing Romanian team they are looking for an HR Coordinator for Romania. This will be a challenging role, providing know-how and consultancy on local HR regulations and matters, with the support of an already existing local team of recruitment and HR specialists. The role reports to the CEE HR Manager based in another location in Europe, hence English is a must in this position.
MISSION
Maintain payroll and personal administration in accordance with local laws and corporate policies/guidelines.
Management of processes “from employment to retirement” in accordance with Romanian labor law and the company’s policies.
MAIN RESPONSIBILITIES
- Accurately prepare and process monthly payrolls for employees in compliance with Romanian labor laws and internal policies.
- Calculate salaries, bonuses, and deductions, including taxes, social security, and other withholdings.
- Ensure all payroll transactions are processed efficiently and timely.
- Maintain accurate employee records, including personal data, attendance, and leave balances.
- Update payroll system with new hires, terminations, and changes in employee status.
- Ensure compliance with Romanian labor laws and tax regulations of the payroll and personal administration
- Prepare and submit mandatory payroll reports to government agencies (ANAF, ITM, etc.).
- Assist in internal and external audits by providing necessary payroll information and documentation.
- Identify and implement process improvements to increase efficiency and accuracy in payroll processing.
- Stay updated with changes in payroll laws and regulations and apply these to payroll practices.
- Proper handling of payroll along with the necessary documents required by the state authority
- Ensure compliance with labor laws, including documentation related to labor safety rules and company’s policies.
- Provide information support to the employees of the HQ in other countries in Europe
- Operational management of the local HR team
MAIN DUTIES
- Collecting data to prepare monthly payroll
- Entering data into the payroll system
- Ensure payroll processes comply with legal requirements, including timely filing of mandatory reports and submissions to government authorities (e.g., ANAF, ITM).
- Manage and calculate company benefits, centralize medical certificates and checks their accuracy
- Submit to CASMB the application for the recovery of the money from paid medical leave, in accordance with the law
- Generate and distribute payroll reports to management and relevant departments.
- Preparation of the payslips
- Prepare financial summaries and statistical reports related to payroll activities.
- Prepares the monthly declarations to the state institutions (Declaration 112)
- Assist in the preparation of year-end reports and employee income statements.
- Conduct regular audits of payroll data to ensure accuracy and compliance.
- Reconcile payroll accounts and resolve any discrepancies.
- Support internal and external audits by providing necessary payroll information and documentation.
- Prepare and submit monthly, quarterly, and annual tax declarations and social security reports.
- Posting in SAP: payroll, social contributions, bank statement of salary account
- Sends to the financial department by the 15th of the following month the final note for addition to the accounting filings
- Record keeping and calculation of vacation leave.
- Prepares decisions and liquidation notes at the end of employment
- Issuing employment and income certificates
- Maintenance of personnel files in accordance with employment law
- Obtaining certificates of nonpayment of Social Security contributions and taxes from the Tax Office
- Stay informed about Romanian labor laws, tax regulations, and any changes affecting payroll.
- Work closely with the HR department to ensure alignment on employee data and payroll changes.
- Collaborate with finance and accounting teams for accurate financial reporting and budgeting.
- Coordinate with external vendors and service providers, such as payroll software providers and tax advisors.Active participation in local and international HR project
REQUIREMENTS:
• Bachelor’s degree in accounting, Finance, Business Administration, or a related field.
• Min. 3-4 years of experience in the payroll preparation area
• Expert knowledge of the Romanian labour law
• Language proficiency: min. English B2 level (fluent in communication)
• Knowledge of visa processes in Romania for EU and non-EU citizens as an additional asset
• Good communication abilities
